OpenAI is preparing to anchor what could become the world’s largest AI infrastructure project—a colossal 5-gigawatt data center campus in Abu Dhabi that would cover more ground than the entire principality of Monaco. According to Bloomberg, the 10-square-mile facility represents the most ambitious piece of OpenAI’s global “Stargate” initiative, developed in partnership with Abu Dhabi tech conglomerate G42.

The scale of the proposed Middle Eastern facility eclipses OpenAI’s first Stargate data center currently under construction in Abilene, Texas, which is planned for 1.2 gigawatts. The Abu Dhabi campus would consume enough electricity to power millions of homes—equivalent to the output of five nuclear reactors—to feed what will likely be tens of thousands of advanced AI chips.

This megaproject emerges from deepening AI ties between the U.S. and UAE that have simultaneously fostered innovation and geopolitical concerns. OpenAI first partnered with G42 in 2023 to drive AI adoption in the Middle East, with CEO Sam Altman praising the UAE’s early embrace of AI during a talk in Abu Dhabi. However, the relationship has drawn scrutiny from U.S. officials due to G42’s historical connections to Chinese tech firms like Huawei and Beijing Genomics Institute—entities blacklisted by the U.S. government.

Following pressure from Washington, G42 CEO Peng Xiao stated in early 2024 that the company had divested all China investments and eliminated its physical presence there. The pivot was followed by Microsoft’s $1.5 billion investment in G42, with Microsoft President Brad Smith joining G42’s board—a move seen as aligning the Emirati firm more closely with U.S. interests.

The Abu Dhabi data center represents both the staggering infrastructure demands of advanced AI systems and the complex geopolitics surrounding their development. As nations vie for leadership in artificial intelligence, massive projects like Stargate are becoming the new battleground—not just for technological supremacy, but for international influence in shaping AI’s future.
